El Plan de Rehabilitación de viviendas no es un pájaro o un avión sino una realidad, un tangible, que ha puesto en marcha una bomba de relojería.
Cuando a partir de la crisis del 2008 se señaló la rehabilitación como salvapatrias de la construcción, concluimos acertada la definición y, con altibajos, la reafirmamos al observar que grandes compañías remodelaban departamentos y licitaban reformas en comunidades de vecinos.
Pues bien, nada que ver con el tsunami que ha provocado la pandemia. Porque si bien, antes del Covid, la sostenibilidad era un objetivo, ahora la Unión Europea pretende que esta sea el leitmotiv de la recuperación económica.
Hablamos de reducción de emisiones, y, seguramente, bajo este paraguas consideremos las baterías eléctricas, por supuesto; pero hemos de tener en cuenta también las emisiones de nuestras viviendas que se calculan en un 30% del global nacional. ¿Qué me dicen?
Y es aquí cuando hablamos de bomba. Porque el objetivo es mejorar la eficiencia energética de 500.000 inmuebles hasta 2023. Prácticamente multiplicar por cuatro lo que se viene haciendo hasta ahora.
Detrás de la embajada de Italia en Madrid hay una construcción centenaria. Un proyecto prevé recuperar el bloque como viviendas de consumo energético casi nulo. Los pisos pasarán de una certificación energética G (la peor) a una A (la mejor). Este es un proyecto emblemático, que va más allá de la clasificación energética española, es evidente que una comunidad de vecinos no apuntará tan alto, pero es el futuro.
Para la administración Pública, ser más sostenible no es solamente una obligación, sino una oportunidad para fomentar nuevos hábitos y, dada la situación actual de crisis por la pandemia, una salida con activación económica a corto, medio y largo plazo.
Según estimaciones del Ministerio de Transportes, Movilidad y Agenda Urbana, estos programas crearían más de 180.000 empleos. Ni Superman podría igualarnos.
